Dear Mr. Hoover:
Last Wednesday night, April 6, the radio
carried the announcement that Schenley Industries
agreed to recognize the National Farm Workers Associ-
ation, And that an agreement had been executgd with
“César\fhavez, head of the union, and SidneyXorshak,
“attorney for Schenley."
I know that inevitably questions will
come up in the Bureau regarding the union and any
participation that I might have had in this matter.
For your personal information I had no knowledge of
the agreement, nor of the negotiations. I was not
consulted; I did not approve the agreement, nor was I
informed of the developments. In fact I have never
