It is the opinion of the Phoenix Office thai’ any interviews conducted in this matter will inject the Bureau into a labor dispute now currently in progress in Arizona between the United Farm Workers Union and Arizona grape growers, In the absence of a clear-cut violation of the civil rights statutes, as set forth in a three-page letter ¥ from GUSTAVO GUTIERREZ, no interview with the latter indivi will be conducted pending Bureau instructions.
