MEMORANDUM FOR HONORABLE J. EDGAR HOOVER,
TRECTOR, FEDERAL BUREAU OF INVESTIGAT --
This refers to your memorandum of July 18,
concerning Marvin E¢ Rutherford of Abilene, Texas,
who claims that he sent plans for a bullet-prpof non-
4nflemmable airplane gasoline tank to Colonel; Lindbergh,
end that such a tank was found on a German airplane
shot down in England. Rutherford suspects /that Colonel
Lindbergh may have transmitted his plans tg a foreign

The facts set forth in the complaint contain
no evidence of a violation of a Federel criminal stat-
ute. No investigation should, therefore, be made.
