Y he that the Rational Advisory Committee for Aeronautics was an inde-
pendent Governmental agency not under Aray supervision and, for
{ that reason, no investigation was conducted by G-2. after re- -
ceiving this information, the matter was referred to Wr. Joseph B.
/ {eenan, who on February 28, 1936, authorized the Bureau to make
an investigation.
The Hational Advisory Coanittee for feronautics was
| ereated by an Act ef Congress, approved March 3, 1915, for the
‘ supervision and direction of tne acientific study of the problems
