He is furthcr reported to have declared that the Communist Party would change its policy at any time it sees fit to defend the "Worker and that prior to the entrance of Russia into the war, it was an inperialist one incited by capitalists, but that the capitalists made a mis- take in inciting HITLER to attack the Soviet Union.
