10. =‘ Place the onus for heightening international tensions
squarely on the Soviet Union and the communist bloc
for their refusal and failure to explore all avenues
leading to genuine world peace
Underlying Factors
This proposal for the creation of a Free World Conference for
Peace is based on the reality of two salient factors which underlie the
nature and specific thrust of current communist threats to world peace.
These factors are:
1. The communists are continuing to pursue relentlessly
their avowed aim of imposing their form of society upon
the entire world.
2. The communists have had notable success through their
propaganda, peace congresses, and peaceful coexistence
campaign in identifying the issue of international peace
with the cause of communism,
Imperialism and Peace"
History is clear on the record of communist imperialism. No
country has ever freely chogen a communist government. Communist
regimes have had to he imposed by brute force, subversion, and intimida~
tion through Soviet military power. There is no evidence to date that the
communist bloc has abandoned this course which it has set for itself.
In recent years, the communists havc had propagunda success
in their efforts to identify peace with the cause of communism. They owe
