I very much hope that progress over the debts can be made during the talks so that a good atmosphere for the granting of credit for British exports to Uganda can be created. I understand that there is now no need for the team from our Ministry of Defence, which Mr. Callaghan and I assured you would be available, to go to Uganda to discuss the requirements of the Ugandan Armed Forces for spares for British-supplied military equipment already in their possession. If the list of requirements, which I understand your authorities have already prepared, could be handed over to the negotiating team, I can assure you that they will be processed swiftly in London. I look forward to Mr. Hawley's report on his talks in Kampala which I hope will lay the foundation for a new and improved relationship between our two countries which are so closely linked by ties of history and affection.
