These difficulties may, if they are not resolved, make it
impossible for us to send the delegation to Uganda.
However, if
the talks do get under way, we consider that there is a good
chance that while they may not lead to any dramatic results,
they will be conducted in a responsible way and mark the
beginning of a more realistic relationship with Uganda.
In view of all this we consider that it would be worthwhile
if our desire for the success of the talks were to be made clear
to President Amin and if at the same time he were to be left in
no doubt of what we consider the scope of the talks to be.
This might be best done by means of a personal letter to
President Amin.
Although it was Mr. Callaghan who set up the
talks, all the communications addressed to Amin over the Hills
affair were sent by the Prime Minister.
We therefore recommend
that he should send a letter which the leader of the official
delegation would carry with him.
I accordingly attach a draft letter from the Prime Minister
to President Amin.
If it is agreed we hope it may be possible
for us to have it back here by this afternoon.
