n 2t 1-1 Tom McCaffrey and I have doubts whether a statement of this sort is required, in the absence of any further indication of Amin's plans, particularly since all the information in it is already known to the media and is being used by them. The situation has not in fact changed since last night, and our feeling is that we should continue to play it cool. The Home Secretary has been asked to ensure that no statement is put out until you have been consulted, and you may wish to discuss this with Mr. Rees. I attach a copy of the press notice which would be used if we received firm notification of President Amin's arrival in the UK or elsewhere in Europe. 7 June 1977
