THE FOREION STUDENT LEADERSHIP PROCRAM . : . Although this papor is not designed exclusively for colleges which sponsor Foreign Scholars undsr the Foreign Student Leadarship Project, it may be helpful te outline some of the special objectives and program features of the Project. Tho outstanding objective of tho NSA’ Fereign Student Leadarship Preject (FSLP) is to help foreign studant grantegs to aequire those leadership siilis and tech- : niquss of Amarican studont govornment which may have some relevance in their : poaneries of origin. This objective io a comparatively minor ono in the Stanford j Ogral. - , _ . The geal of tho Project is important in determining tho method and criteria for selecting candidates. Nomination for the grants is made through the oversoas contacts of NGA. Tho final appointments are mads by NSA with the assistance of an Advisory Board. Therefero local project administrators need not Ocoupy themselves with the selection, which takes such a larg part of the attention of the Stanford group. This arrangemsnt should allow local FSLP leaders to give more tims and thought to program planning. The major objective of tho NS& progran makes it desirable to sslect a studsot who will return to student government activities in his om country. Tharofore ; i most selectees will ba undergraduate students, and as a whole, tha foreign group i _ may be younger than the Stanford Scholars. | Becauso of tho cmphasis on training in studanmt government, it may bo even more important than under the Stanford Program te designate students active in student ‘government ag) lesal chairmen and mambers of the FSLP Committes.. It wild be dasirable to have tho foreign granteo room with the student body presidsnt, ce soms other prominont member of the studont governmsnt. . Probably it will. not be necessary fer the FSLP program to set up as elaborate a comittes structurojas that of the Stanford plan because local projects usvally 740 have only ono student to assist. Nevertheless, thoro must te enough pecplo for detailed programming, including thoughtful orientation, introducticns, and .. folleweup with individaals and groups, It also is advisable to havo progran pianping undortalen by o committes rather than an individual, se that many campus resources can ba brought inte play and a well-balanced crogram can be dsaigned, In the planning 6f tho program, the primary focus of tho FSLP must bo tape in mind. A study of tho histerical and philosophical backgrounds of Anarican studant gowrnmat mist be part ef tha on-going orientation throughout tho school year.
