Memorandum for Mr. Belmont RE: UNSUBS; BOMBING OF SIXTEENTH The Birmingham Office is continuing its surveillance in the vicinity of the bombed church to identify any suspicious persons who may appear in the area, possibly to observe destruction for which they were responsible. In addition to the above steps being taken by Birmingham and auxiliary offices and the immediate coverage of all leads as they develop, the Birmingham Office, in furtherance of Bureau instructions, is locating and interviewing mail truck drivers, newsboys, milkmen and similar tradespeople and employees of service companies who may have been in the area at the time of the bombing for any information as to suspicious persons they may have observed. Additional members of the church congregation are being identified and interviewed and the Birmingham Office is also checking into the possibility that a stolen or rented automobile may have been used by the bombers, All phases of this investigation are receiving preferred attention and painstaking efforts are being made to cover all investigative avenues promptly in order to identify the persons responsible for the crime as soon as possible. ACTION: This matter is receiving close attention at the Seat of Government and pertinent developments will be immediately brought to your attention. ' .
