Because individual ofhees may have a narrower view of the FBI's overall CT program and @ limited ability to interface daily with the multitude of foreign and domestic organizations often involved in CT investigations, mcreased cedtrahzation allows FBINQ te set, monitor, and adjust nahonal pniomties and to coordinate information analysis and intelligence sharing In rare situations, FBIHO exercises operational contral af an investigation counter to the desires of an SAC. In most cases this is because the overall strategic objective is different from the field division's objective.
