he Fal realizes the importance of an Enterprise Architecture (EA), and therefore be és established a formal EA program The FBlis aware of the criticysms made b the General Accounting Office (GAQ) and the DOY Inspector General, and agree that appropnate corrective actions must be expedited. An FA policy statement that provides guidance and direction for the EA prograrn was approved in September 2503 and is beng umplemented. In addition, an FBY Enterprise Acchitectire Board (RAB) has been formalty established, with representation across the Bureau, to evaluate architecturally significant projects in order to erigure corsphance with standards and the information technology (IT) operating environment. Architectural reviews have become an integral part of the IT investment managerient prowess, aid FBI procedures now require that ail projects with a [ifeume budget of over $10 millon be approved through the board and signed by the Chief Informanon Officer (CIO) ry z sere An IT Strategic Plan provides guidance for the EA staff's development ofa "To Be" architecture that enhances the FBI's IT support. The CIO has mitiated the development ofa formal EA Steff to addrese: business/mission, application, uformation, infrastructure, and secunty, On March 19, 2004, the FBI awarded a contract for products that will achieve EA compliance with GAO's “management mutarity level three" in FY 2004 and with “maturity level four" in FY 2005S. The CIO as additionally developing policy that will require solution architects to be part of the team responsible for the design and development of FBI systems, 11. When will the Trilogy’s Virtual Case File (VCF) system be operational? The Computer Sciences Corporation completed the replacement of FBY computer hardware on 4/28/04. The final phase of Trilogy is upgrading of the FBI's case management software by converting from the ACS system to the VCF format. The PBI is currently working with the Science Applications International Corporation to determine what needs to be adjusted to meet the Director's completion deadine af the end af 2004. 12, When the VCF js operational, will investigative/operational squads (ronsistent with appropriate security procedures) in the field be able to restrict an analyst's access to documents developed as a result of ongoing investigation and operation?
