13. What is the status of the FBI's elecironic connectivity te the rest of the U.S. Intelligence
Community? What information technology initiatives have been implemented te ensure
more timely sharing of intelligence between the FBI and other entities of the U.S.
Intelligence Community?
The FBI is connected to the rest of the USIC at the Top Secret SCI level via the
new SCI Operational Network (SCION) The SCION project was initiated in
September, 2001, and has met all schedule, budget, and performance
requirements. SCION connects to the USIC Untelink) via the Metropohtan Area
Network and JWICS. SCION is the business tod! for (he FBI's OF, CT, and CY
Divisions and has enabled SBINO CT and Cl personnel to perform their duties
nore efficiently and effectively. Far example, the FB! uses SCION to contribute
tc the President’s Terrorist Threat Reports and TRs.
SCION 1s currently available to over 1006 users at FRIBO, and the FBI has
initiated a pilot deployment project in the New York, Boston, and Kansas City
held offices. As funding becomes available, SCION will be made available to all
FBI field offices. Limited access to Intelink 1s avatlable im most field offices
through the FBPs Intethgence Informanon System Network (ISNET), though this
access is accomplished through older and often imadequate workstations located m
small Sensitive Compartmented Information Facilites (SCIP) that are not
accessible to all Special Agsnts or analysts. An impediment to field expansion of
Intelink us the lack af SCIF space for FIG and ITTF personnel.
Aocess to the intelligence andl homeland security cornmumities at the Secret level
is provided via the Department of Defense SIPRNET, which provides the
communications backbone to INTELINK-Secret. The FBI has estshlished-a small
SIPRNET presence, but requirements for this access are increasitig dramatically,
including the need for INTSLINK-Secret access at each JTTF, BIG, and Regional
Countenntelligefice Working Group for each assigned Special Agent and analyst.
The FRY's goal is to provide SIPRNETINTELINE Secret access throu sh secure
dynamic virtual privaie networks to all FBI workstations in the flitare. The Anti-
Drug Network ndes the SIPRNET communications s backbone amd provides
huindls and. access as a vencle for the domestic exchange of intelhgence on
antt- -drug efforts.
