the Director of the CLA sstablished the National Virtual Translation Center and designated the FAl as its Executive Agent. Like the Language Services Transistion Center, this Center acts as a clearinghouse to provide imely Increased Foreign Intelligence Surveillance Act (BISA) Collection FISA coverage has increased sizmificantly since September 11, 2001, reflecting both the FBI's mcreased focus on CT and Cl anveshigations and improvement in the operation of the FISA process. From 2001 to 2003, the number of FISA appheations fled annually with the Foreign Intelligence Surveillance Coun mereased by 84 percent. The FISA Court's granting of such FISAs has helped the FBI investigate terronst networks and operations and disrupt terronst plots. in addition, the USA PATRIOT Act made a namber of mmportant changes to FISA procedures that have assisted the FBI's CT efforts. The most important of these was the dismanthng of many of the walls between criminal and intelligence operations, This has given the FB{ the ability to coordinate its intelligence and cnminal investigations and to use the fall range of investigative tools against suspected Terrorists. For example, on the intelligence side of an investigation, the FBI can: conduct surveillance on a suspected terrorist ts learn about his movements and to identify possible confederates, obtain FIS.A authonty to monitor bis conversations; and/or approach and attempt to cultivate hun as ¢. Source Or an operational asset. On the eruninal side, the FBY now has the option of incapacitating the suspect through atrest, detention, and prosecution. Lowenng the wall allows the FEL to continuously balance the opportunity io develop intelligence agaist the need to apprehend the suspect and prevent hum irom carrying out his terrorist plans. This wtegrated approach has allowed the FBI to foil terronst plots fomi Seatile, Washington, to Detrott, Michigan, to Lackawanna, New York. Specialized New CT Units On September 11, 2001, the PBI established the CT Watch Lirat (then called the "Beecutive Watch") as the FAT's 24-hour central clearmghouse for terrorist threats and actionable mtelhgence, As the FBI's "Threat Central," CT Watch is the focal point for the receipt, preliminary analysis, and immediate assignment for action of ali ierrorism threats Tt ecwures that all FBI Freld Offices and Legats, all relevant overmment leaders and agencies, all TTF s, and all state and local law ies enforcement agencies Teceivé timely noulication of terromst threats.
