Washington, D.C, 20515 Dear Congressman Traxler: I was listening to a broadcast this morning relative to the ABSCAM situation, the convictions that resulted therefrom and the congressional hearings going on relative to some of these 4 people, The thought occurred to me while listening: Who decided which congressmen would be offered bribes and why did this person decide to pick the congressmen he picked It seems to me that this question might be even more important than whether someone was or was not involved in ABSCAM.
