NSULAR AFFAIRE —
Bouse of Representatives ——
Washington, B.C. 20515
December 11, 1981
Honorable William H. Webster
Director
Federal Bureau of Investigation
3. Edgar Hoover Building
Washington, D.C. 20535
Dear Director Webster:
In yesterday's Washington Post, columnist Jack Anderson
eported that in 1979, as part of the Abscam operation, FBI agents
ngaged in undercover activities which resulted in the financial
uin of a legitimate company, Intersea Fisheries, and huge financial
osses to two innocent businessmen, Richard Stanczyk and Kai Gulve.
. If this report is true, it raises grave questions regarding eae
the ethics as well as the legality of the FBI techniques used in cad
‘the Abscam investigation. As they are reported in this article, ™
Nox
td
‘such fraudulent FBI methods appear to be, at the least, 4 violation
‘of FBI procedure, if not illegal. Because our laws are designed to
iprotect the innocent as well as catch the guilty, the FBI should
use undercover techniques only with the greatest discretion and
care, and certainly not in the sort of capricious, victimizing and
possibly illegal manner which this article suggests.

I am enclosing a copy of the Anderson column. 71 would appre- .
feiate your comments on whether the incident as reported actually C)
l occurred, and if so, why such FBI tactics were deemed appropriate er °
necessary and why they were not considered violative of either
would also like to know whether anything
;the law or FBI procedure. I
{has been done to compensate any such innocent victims of the Abscam
‘operation and whether current Bureau policy would allow the vic-
timization of innocent persons in the manner described in the article.
Sincerely,
‘a
