; The Bureau received a fremorandum from the Chief
of Naval Intelligence dated February 15, 1949, entitled
"Subversive Trends of Current Interest" on February 18, 2949,
This memorandum earried a heading entitled "Anti-
Military Fropagandea". Under this heading it was stated that
jn-a report issued February 13, 1949, the Pacifist Netionel
Couneil Against Conscription aecused the armed forces of
campaigning for military control of United States policies.
This organizetion, which was cite? by the California Iegis-
lative Committee es o Communist "front", &@scribed what if
considered a "marked trend teward military control over
American life end institutions." The report carried oul the
usval Communist attack egainst military appropriations, mwili-
tary personnel in government positions, the Drsft Act, mili-
tary strength and educational insititutions and universal mili-
tary training. among the prominent persons jscuing the teport
