head of the INSTITUIL OF INTERNAT’. WAL RELATIONS. Associated with BARR is an
agcressi ve individual named CALL te OOTE, who is the author of several pam-
phlets published jointly by the a.ove mentioned Pacifist organizations.
_ While BARR and FOOTE shere offices and work topether in assisting conscientious
objectors, the former does not support FOOTE's attitude towards the Japanese
and when FOUTE advised the confidential informant of this office that "the
Japanese are rettin- a raw deal, and I am trying to help them", Ir. BARR
‘took pains to explain that ir. FOOTE was spexkine for himself and not for
the FELILOUSGIP OF RECUNCILIATION or the SERVICE BOARD FOR CONSCI“UKTIOUS
OBJECTO.S. Similarity in style between FOOTE's sipned pamphlets and the
‘unaiened hooklet published by the COLOZADO COUNCIL OF CHU:CIUS, entitled
"The [Japanese in Our hidst", “which was the subject of a special report to
MIS, G=', War Department, July 13, 1942, indicates that CALEB FOOTE may
have been the auther of pro-Japanese proparvanda published in Denver.
FOOTE speaks as he writes, in an outspoken manner which is not wholly
consistent with his pacifistic views.

sliied with the COMJISSION ON ALILNS AND PRISONERS OF WAR, ‘The PROTISTANT
COMMISSION FOR JAPANZSE SERVICE includes representatives fron all Protestant
Churches on the Pacific Coast. Attention is invited to a special report to
MIS, G2, War Departnent, Aucust 15, 1942, subject "Church Interest in
Japanese Evacuees”, in which DR. SPal LOY ARUSTRONG HUNTER, Presbyterian
member of the Committee, stated to a confidential informant of thie office
that "The Churches are strivin; to brin; about the release of those American=
born Japanese now in ‘concentration camps'.” It is noted that Mrs. STANLEY
A. HUNTER is a member of the Board of Directors of the HOKThERN CALIFORNIA
:. SERVICE BUALD FOR CONSCIENTIOUS OBJcCTORS of which ALLEN H. HAKR is ex-
