Uslp Wins Mass Support The bare reporting of seats won obscures the fact of mass support.fer UNIP. To analyze the election returns for party sunport, the national constituencies may be ignored, as werely swelling the totals, and the 14 upper rolk and 15 lewer roll constituencies considered. This will dncludc one vote for every registered voter with the exception of the fifteenth upper rol) constituency where the election was postponed. Of these 29 seats, 13 went to the UFP, 13 to UNIP, and three to ANC. There were 107,G09 valid votes cast for these seats. Sixty per cent of these votes went to UNLP, 21% to UFP, 16% to ANC, and 3% to Independents and minor parties. The disparity in scats won in relation to popular vote is Largely due to the much smaller number of voters in the upper roll constituencies. The combined margin of victory for USIP on just two large lower roll constituencies in the Copperbelt totaicd more than all of the votes cast for the UFP in all 29 constituencies. One of the UFP mths is that they are supported by a large bedy cf "moderate" Africans. The Nyasalend clection ended that myth there, and now the game has been done in Northern Rhedesta, It is customary, when parties are selective as to where they enter candidates, that they run for office in the constituencies where they re Strangest. The UFP entered candidates in only four lower roll constituencies. These four men received a grand total of 180 votes. Another clear-cut result from the clection is that four out of five voters voted for candidates committed to termination of the Federation of Rhodesia aad NyasalanJ. Purpose of the Constitution Defeated The supposed purpose of the national seats was to weight the Lepislative Coun- cil with members obtaining support from both races. No such persons were elected. Both ANC and USIP worked bard to woo Eurepean support with a campaign stressing, moderation. The UFP fourht a "hate UNIP" campaign, led by Sir Roy Welensky an. sup- perted by the Territery's oniy daily newspaper, which successfully drove wavering white votcrs into the UFpP cemp, apparently eenvineed that the time had not yet ar- rived to seek accommodation with African political aspirations. Ar Clearly shown by the voting in the national constituencies, the result wae strictly racial yoting, In the two national constituencics where candidates were elected, it was done uot by support across racial lines because of confidence in the candicates but by cocperation of partics with diamitricaily opposed policies. The cornering of the market on white voles by the UFD was a Pyrrhic victory. Net only did che abusive anti-US’? campaign couse bitterness on the part of Arricans and rouse more fears en the pare of whites, but the strictly ractal veting alse con- vinced muny top UNDP Peaders thar dt ig usciess to try ta placate whites and to deal with them on a tricndby Some UNTY Rational Council members are ch, 1 ao Uf Pea aan hy RAIS Oh vet por ff Le mr utaneome marl mia fect poe wall ubopeens ond misfudying : aliem, attempts to rearsure the civil sorviece, ete.
