Re: WAYNE BERTRAM WILLIAMS
included the Section Chief and Unit Chief of the Personal Crimes
Unit, traveled to Atlanta on 6/16/81 and returned the morning of
6/18/81 with SAC, Atlanta, the acting U. S. Attorney (USA), and
Assistant USA to consult with the Department of Justice concerning
the prosecution of this matter.
During the weekend of 6/12-14/81 Lee Brown, Public
Safety Commissioner in Atlanta, criticized the FBI for the handling
of the bridge incident, with Brown specifically stating that the
FBI had mishandled the bridge incident. SAC Glover indicated that
as the public safety commissioner has responsibility for fire,
police, and general safety, Lee Brown is not the most knowledgeable
individual concerning captioned investigation. The only specific
knowledge he has of the investigation has been obtained through
Deputy Chief Redding or SAC Glover. Therefore, the statements made
by Lee Brown were based not necessarily on full knowledge of all
the circumstances surrounding the bridge incident.
Before the bridge surveillance was instituted, an operational
memo was provided by the Atlanta Division FBI to the APD outlining the
general framework for each surveillance team and listing an APD officer
as the team leader with the FBI Special Agent as the surveillance
coordinator. This investigative technique was under the direct control
of Major Holley, APD.

Police recruit first became aware of a
: splash in the wate 2:53 a.m. and instituted a radio call to
: police recruit who was on the opposide side of the
; river concealed along e bridge railing at eye level of the bridge
‘ roadway. Immediately after the radio transmission saw the
car and alerted patrolman who subsequently followed f
Williams' car after it turned around in the liquor store parking a
lot and proceeded to recross the bridge. Shortly after recrossing

shortly thereafter stopped suspect Williams. ad been determined
from the time recruit saw Williams' car to the time it was
seen by c : oad the only car on the James-Jackson Bridge.
At the time of the stop suspect Williams asked, "What's
this all about? I know this must be about those boys." Williams
indicated he was in the area trying to contact a Cheryl Johnson
concerning an entertainment job with the company he was associated
