234 Buena Vista, Georgia, was interviewed in his room at <:
the Best Western Motel by Joel L. Lisker, United States
Department of Justice (USDOJ), Registration Unit, and Special
Agent: (SA) t which time Carter voluntarily BIC
furnished t Oollowing information relative to his possible
obligation to register with the Attorney General pursuant
‘to the provisions of the Poreign Agents Registration Act,
22 United States Code (USC) 611 Etsequ. Carter was advised
that any information he furnished could be used in a court
- of law.
He stated that on or about June 30, or the early
part of July, 1978, during a well publicized softball game
in Plains, Georgia, he met with Georgia State Senator Floyd
Hudgins, Tom Jordan, Mario Leanza and Gabriel Shalouf, the
Libyan Ambassador to Italy at Carter's filling station in
Plains. The meeting was arranged by Randy Coleman, a friend
and former employee of Carter's with Senator Hudgins. Carter
said he knew Hudgins slightly and did not particularly like:
him, but as Hudgins was pressing for the meeting, he finally
agreed. It was his impression that the purpose of the meeting
as to discuss Libyan trade. Carter said that he was deeply |
involved in the softball game when the group arrived. Thereafter, .
they went to, the back of his service station where ‘they:: 00.
met for approximately 10 minutes. At that.time, Gabriel —
Shalouf extended’ to Carter’‘an invitation ‘to'visit: Libya? =:
The purpose of the invitation, according to Carter, was. - 7
for a “good will visit", "people to people friendship" and
was sponsored by the Libyan Chamber of Commerce. Carter.
stated that he did not, at that time, indicate any inclination
to accept the invitation and due to the press of. business
he thanked the group, said he would think about the invitation
and excused himself to prepare for a trip to Louisville,
» Kentucky where he had a speaking engagement. Carter stated
that in extending the invitation, no restrictions were placed
on him or the group or who would be invited on the trip.
Nothing was said regarding Jewish participation. He knew,
however, that he was being invited only because he is the
. President's brother, although, he did not know what, if
anything, was expected of him.
