But Americans simply like to see some performance, and I think that our political friends in Wash- ington would be most impressed with a gesture such as we have mentioned above by the Libyan government or investors in Libya, which would enable us then to begin opening doors and bringing visitors over to lay the groundwork, very tedi- ously and slowly, but most effectively, for a long range relationship. . The approach should be well Planned and agreed upon. It should be done on a business basis and without publicity in the begin- ning.
