Memorandum E, J, O'Malley to Mr. F. M. Mullen @QHFICENTIgZ) Re: BILLY CARTER - FARA attendance were Deputy Assistant Attorneys General John C. Keeney and Philip White, Fred Hess, the Criminal Division's FOIA specialist, and Joel Lisker, Registration Unit, Criminal Division. At the outset of the meeting, Mr. Parker outlined his negotiations with the Subcommittee and advised that he had informed them that the Attorney General would not be available for an appearance before the Subcommittee until after the Democratic Convention as he would be out of the country. He stated that the Committee planned to hold some hearings next week but that at this stage he did not believe anyone from the DOJ or the FBI would be called upon to appear at that early date but that he could not be certain of this until he had the opportunity to meet with the Committee staff on the morning of 7/30/80. DAD Nolan advised those present of the contents of the request that the FBI had received for information and that we are in the process of preparing our response and that while we would be able to provide a copy of the Billy Carter file and some related documents by the close of business 8/1/80 as requested by the Committee, our response to some of the other requests which called for wider reviews of our files to locate information of interest might take somewhat longer but that the process was ongoing. We stated it would be our practice to provide to Mr. Parker's office those documents which we propose furnishing to the Committee. A strong objection was made by FBI representatives to the release to any third party by the DOJ of FBI information. without prior concurrence from the FBI to release that information.
