As a result of this, Carter began to suffer f cia - difficulties, due to the decline in the number of ‘persona: appearances he was asked to make. In February or March “1979. during the course of his and Carter's telephonic contacts with Mohamed Burki of the Libyan Embassy in Washington,’ D.CS Béeki’ sug§ested that the Libyan Government would be willing to help Carter financially, making the remark at one time aes to the effect that they, the Libyan Government,” “had billion American dollars to spend at any rate. < e _ ~ ‘During the latter. part of February, 1979, rt was hospitalized in Sumter County, Georgia. When. Burki, in March, -1979, suggested that Carter meet with Ahmed '& _of the Libyan Government in Rome, Italy, Carter, ‘ing: hospitalized, told Coleman that he would have to go to’; with Al-Shahati. Coleman stated that in March, 1979, ‘he, accompanied by Arthur Cheokas, a businessman in-A ricus Georgia, of Greek descent, traveled to Rome, where Co 4 .met with Al-Shahati.
