The Executives Conference gave consideratton to a
yO second speaker for the FBI Notional Academy graduation to be
held June 12, 1953. The Attorney General has already accepted
as one of the speakers. Dr. Sivoo was unable to be present as
_the second speaker.
The Ex uttves Conference unanimously recommended that .
Bishop Fulton J.Sheen, now of New York, be invited as a speaker
at these exercises. It was recomnended that the attached letter
be transmitted to the New York Office for personal delivery to

the Bishop, at which time Mr. Whelan could explain the Acadeny
and make arrangements for providing transportation.
