Be TARR. This pamphlet was published in 184] in London by Kegan, Paul, Trench, Truber, and Ce,, Limited, Eroacway house, 6874 Carter Lane, Eee, @nd stated on @ front page thet it wes based on a forthcomi neg book by Professor CARR which was to be published by Macmillan and Company ater in the year under the titled "Progran for peace.” The pamphlet was printed in Great _ "7 ritain by Butler end Tanner, Ltd., Frome and London. At the top of the title pege of this pamphlet was printed The Democratic Order™ #14 and it was noted that it was one of 4 series of pamphlets edited by FRANCI@*°WILLIAMS. The introduction to the pamphlet was slso written by WILLIAMS. . (Mo The front page of this pamphlet also contained & nete on the author which read as follows: "frefessor £. RK. CART was in the Foreign Office and Diplomatic Service from 1916 to 1936 and was ttached to the British Delegation to the Faris Peace Conference of 1919 Since 1936 he has been Frofessor of International Politics at the University Gollege of Wales, From Cetober 1939 to April 1950 he was Director of Foreign Publicity at the Ministry.of Informetion. Ee is the author or several books on political subjects, of which the mest recent ++ 'The Twenty Years’ Crisis™ -- was published jusy after the outbreak of war," Ys peivised that he had found the above pamphlet under the back seat of the car end that in glancing through it had noted pencilec marginal lines on numerous S_peees and thought that di wre perhaps Communistic in contents. see Pep mere
