Further, there is no information in Bureau files that the Office of the Legal Attache in London was set up to by-pass Stephenson. C., to handie liaison with both the Central Intelligence Agency (CIA) and the FBI; that the FBI was extremely sensitive on the subject of CIA and that his job was to tighten the links with CIA and loosen them-with the FBI without the FBI noticing.
