In discussing thts bill, Mr. Johnston stated that the FBI would continue to check against its files the names ond fingerprints of applicants for Federal appointment, and furnish any perti- nent tnformation thus discovered. Mr. McMahon stated in commenting on this bill that the main objective of the FBI ts the tnvestigation of crizes against the United States and violations of Federal laws, as well as the investigation of espionage and sabotage. In having the FBI continue to conduct applicant investi ga- tions for Federal positions, particularly nonsensitive positions, it appears that the energies of the trained personnel of the FBI are being used wastefully and in- effictently. Mr. McCarran stcted "the enemies of this country are no respecters of positions. Judith Coplon was a $3,000 or $3,600 employee.
