Tell did not possess any information concerning the alleged attempts of BETANCOURT to purchase and emugZzle arms and munitions to Venezuela for the purpose of overthrowing the present Military Junta. With reference to PEREZ ALFONSO, T-1, has adivsed that JUAN PABLO FEREZ ALFONSO was Minister of the Treasury in the Gallegos ~ Cabinet and left Venezuela for Miami on June 29, 1949, as a Venezuelan exile. It will be indicated hereinafter in this report that PEREZ ALFONSO is .an associate of BETANCOURT. T-i, has received information which T= considered to be fairly reliable and as possibly trus, as follows: "ROMULO BETANCOURT, who is in the United States and is expected to remain for at least a month, ie continuing his efforts to erganize his "Congreso Centinental en Defense de la Democracia!, also known as the * Congress of Intellectuals.* His objective is to bring together all groups which are in opposition to Franco in order to present as strong a protest as possible against Franco and the recent policy statement of the U. S. Secretary of State Spain. BETANCOURT hopes to obtain the support of Mrs. ELEANOR AOOSEVELT for the Congress. To \ "In addition to the anti-Pranco aspecta of the organization, BETANCOURT hopes to create strong public opinion in the United States and Latin America for perpitting all exiles on the American continent to return to their respective countries. However, exiles from coun- tries other than Veneztiela suspect that BETANCOURT is working only have little faith in the movement. 3 WEZ, Dominican revolutionary leader, was asked by BETANCOURT to join the movement. RODRIGUEZ, fearful that the Ananreeg will have some Communist elements in it, is waiting to make «- his decision until he is assured that Communists will not be pamrltted - to participate. ~ oo” TT
