There sre tranemitted herewith three coples of a
letter dsted August 16, 1940, addressed to the St. Louis Office -
by Assistant United States Attormecy RERBERT H. FREES, and three
copies of a letter addressed to Mrs. FRANKLIN D.* ROOSEVELT,
Washington, D. C., dated August 1, 1940, from CHARLES/BISHOP,
colored, 124 South Fourteenth Street, Municipal Jail, St. Louis,
Missouri. The letter addressed to this office requested investigation
of the alleged aistreatment of CHARLES BISHOP by members of the ‘

St. Louis Police Departament. —
The St. Louis Office has a file entitled "CHARLES P.
BiSHGr 5 WAU TINS y ational Motor Vehicle Theft Act". It
appears that subject CHAHLES P. BISHOP is identical with the author
of the letter addressed to Mrz, SEVELT dated August 1, 1910.
The report of Special Agent St. Louisa, Mesouri,
dated May 16, 1929, indicates’ that BISHOP and DUNKING were indicted
Louis, Illinois on May 15,
by the Federal Grand Jury at East St.
1929, and on the same date each subject entered a plea of guilty
before Federal Judge WHAM, Bast St. Louls, and each was sentenced
to serve two years in United Kates Industrial Reformatery,
7 Chillicothe, Ohio. |
In view of the fact that Mr. FREEA states that Ne has
received a roguest frou the Honorable 0. JOM’ ROGGE, Head of the
Criminal Division of the Department of Justice, to sake a preliminary
Anvestigation in this matter, it is referred to the Bureau for advice

the fact that Mr. FREER has requested that the investigation receive
