John Rogge, Head of the Criminal Division of our Department, has referred to thia office the enclosed photo- . static copy of a letter, dated August 1, 1940, addressed to Mrs, Franklin D. Roosevelt, and signed by Charles Bishop, who appears to be presently confined in the Homer G. Phillips Hospital as a result of injuries alleged to have been received through third degree methode at the hands of the St. Louis Police. ‘Mr. Rogge advises that this letter has been referred to the Department by the White House, and suggests that a confi-~- dential preliminary investigation be made, and if such investigation —— iis discloses that the claims made in the letter appear probable, 1 an to adviee him by wire, and a more complete investigation will be immediately requested, a Mr. EKogge further states that Mr. Bishop is not being informed as to this reference and that his communication has not been acknowledged by the Department at the tine of the writing, namely, August 1h, 1940. If you can give the matter preferred preliminary attention, I will appreciate it. The enclosed photostatic copy ie the only one I have, so I am sending it along for your use.
