rom FBIHQ also required that three completed FD-432 forms on
each individual be submitted; however, the requirement that a
completed form be furnished to each field office no longer
applied. Completed forms, at the direction of FBIHQ or office of
origin, would be furnished to designated recipients. The
existing TPA was redesigned to contain photographs, biographical
descriptions and a narrative on the activities of all individuals
who were being investigated pursuant to the provisions of full
international terrorism investigations. These requirements for
submission of material for the TPA remain in force.
Since 1983, review of information submitted for
inclusion in the TPA has been left to the discretion of the
appropriate case supervisor. After review by the case
supervisor, the material would be initialed into file with no
further review by the Terrorism Section. As a result of this
procedure there was no central point within the Terrorism Section
responsible for maintaining the TPA. [In effect, the only
complete copy of TPA was contained in FBIHQ file 105~242604,
which is maintained by Records Management Division. Vx)
In order to enhance the Terrorism Section's
administration of the TPA and to ensure that all submissions of
material to the album be thoroughly reviewed, it is recommended
that a central point within the Terrorism Section be designated
for administrative control of the TPA. All current requirements
for the submission of material to the TPA will remain in force.
Appropriate case supervisors will continue to review all
submissions for his or her assigned areas; however, after the
case supervisor has reviewed and initialed the material it will
be forwarded to the TRAC so that a copy of the submission may be
retained in a centralized administrative tickler file.
Furthermore, TRAC will review all material submitted to the TPA
to ensure that it conforms with the requirements currently in
effect.
