DETAILS: On 4/23/79 the U.S. Court of Appeals for the Seventh
Circuit renGered a decision in captioned litigation
reversing the directed verdicts on behalf of the Federal de-
fendants. The plaintiffs had appealed from these verdicts
during April, 1977, and the issues involvasd were provided’ in
a memo from LCD to the Director dated 4/17/79 {cepy attached).
