Iam now tn recetpt of a memorandum which was prepared by Fobert *& PM tterson, Under Secretary of War, tn whitch he hae adutsed the Attorney General that he did not favor any proposal which would tndte cate that there ts a spectal problem created by ortatnal acta committed by members of the arned forces or veterans. The Under Secretary of War tndteated he did not believe members of the armed services or veterans vfolate the crtrtnal law any more than any other cor- parable group and any plan which would give tndtcatton to the contrary tn hts optnton should be discouraged...
