A comparieon of the crime rates for San Francisco with the national average for cities with more than 100,000 inhabitantea discloses that the San Francisco figures are above average for all offense classes. However, when the San Francisco figures are compared with the average for cities with over 100,000 inhabitants in the Pacific states, it is observed that the San Prancisco rates are below average for burglary and larceny, although they are above aver- age for the remaining offense classes. In other words the average figures for the Pacific atates are higher than the correcponding averages for che entire nation. : ° As you know, the amount of crime committed in a community is influ- enced by many factors, some of which are listed on page 21 of the enclosed Uniform Crime Reports Bulletin. In orcer to ascertain more definitely the factors contributing most heavily to high crime rates in a specific conaunity, it would be necessary to survey the functioning of all branches of the machin- ery charged with enforcing and udministering the laws, as well as to survey the community with a view to determining the adequacy of crime prevention programs. As indicated in the Uniform Crime Reporte Bulletin, throughout the United States approximately one-half of the crimes against property are com mitted by persons under 21 years of age.
