LF From: “Administrative Services SAAPU, Room 10130 contact: ext [i ‘Case ID #: 297-HQ-A1327669-A — 264 Title: COUNTERTERRORISM DIVISION, GTMO, INSPECTION SPECIAL INQUIRY FOR SPECIAL AGENT (SA) APPLICANTS Synopsis: Report of negative observation of aggressive treatment, interrogations or interview techniques on GIMO detainees. Details: This EC is in response to email of July 9, 2004 from Steven C. McCraw to all individuals identified as having conducted an assignment at GTMO, Cuba since 09/11/2001. I was on TDY assignment to GTMO, Cuba for the Military Detainee: Liaison Unit {MDLU) from September i, 2003 through November 11, 2003. During this time frame I was assigned to participate in interviews. of the detainees being held at GIMO. During my assignment I did not cbserve any aggressive treatment er aggressive interrogation or interview techniques of detainees at GTMO. During my assignment at GTMO I received a briefing from the military personnel assigned to operations at GIMO, that: non- cooperative detainees could be placed on a list for a specific interrogation.technique involving interruption of sleep pattern, called the "frequent flyer program." With this particular — technique, identified detainees were moved frequently from cell block toe cell block at intervals that appeared to be every hour or every two hours depending on the shifts and availability of military personnel to move the detainee.
