The duration of the program for particular detainees seemed to depend on the cooperativeness of the detainee. I did not participate in this program and do not knew of any participation of FBI personnel in recommending detainees to this program. I did observe on the detainee - movement database, some: detainees were on the movement: records, Moving approximately every hour or every two hours.
