Johp’Miller, Executive Vice President, Hearst
Corporation, who til Saturday was in_Europe has now returned
to his office in New York City and John Clements has been keeping
him posted concerning developments with respect to Hearst's
presently vague plans concerning a reward to be offered by
the Hearst Corporation. Miller has now called Clements seeking
the Bureau's advice as to whether a reward should be offered,
what figure we would suggest and, in this regard, would like
to speak to the Director on the telephone. Miller can be reached
in New York City at Area Code 212, 262-7782.
This matter has been discussed with Assistant Director
Gebhardt and SAC Bates. They feel, as do we in the External Affairs
Division, that a substantial reward would hopefully generate some
activity which might effect the safe return of Patricia Hearst. Mr.
Gebhardt feels that the reward should be somewhere in the area of
$100,000 while Bates feels that rather than the million dollar figure
discussed by Randolph Hearst, that a minimum $250,000 be offered on
May 4th with the possibility of an additional $250,000 to be added at
a later date if the first reward offer does not prove productive.
While the Bureau cannot become involved in making recommenda-
tions concerning whether or not a reward should be offered or its amount,
the critical consideration for the FBI is that if a reward is offered
the FBI should be contacted not the “San Francisco Examiner”
otherwise, we will have reporters interfering with our coverage
of leads.
Further, in order to properly prepare to receive calls from
citizens and to plan to cover the leads as a result of these calls, the
Gan Francisco Office, as well as the Sacramento and Los Angeles Offices
are going to have to have sufficient advance notice as to if and
when the reward is to be offered and the Director could so apprise
Mr. Miller.
Lastly, if a reward notice is to be prepared it would be
most helpful if Mr. Gebhardt's Office and Charlie Bates could be
consulted in connection with its preparation to insure that it is
written in such a way to properly prompt the response we wish to
receive from the public. The Director may also wish to consider
discussing this with Mr. Miller. A fa
