RIDNAPING
“INFORMATION MEMORANDUM"
Reference is made to the conversation you had with
Assistant to the Director Rdward 8. Miller on the afternoon
of February 15, 1974, pertaining to the communication you
received on that date from U. 8. Attorney (USA) James L.
Browning, Jr., concerning the Bearst Kidnaping cass. In line
with your instructions Special Agent In Charge (SAC) Charles W.
Bates of our San Francisco Office personally contacted .
Hx. Browning on Fcbruary 15, 1974.
Nr. Browning had suggested that blanket approval
given to SAC Bates and Nr. Browning to provide written
wmmaries of the ongoing investigation to designated officials
EF local agencies involved in this investigation. SAC Bates
{4 not think this was necessary inasmuch as the FBI was
oxking closely with local officials and exchanging necessary
formation. If at a certain point in the future it might be
ecessary to furnish information gathered by the PBX to local
istrict Attorneys for necessary local prosecution, the
qgemination of information could be handled then.

FEB 19 1974
- Mr. Browning suggested a continual exchange of oral
information and intelligence between local and Federal agencies
including access to all evidence in possession of Alameda
County, California, authorities. SAC Bates advised Mr. Browning
that this has already bean accomplished. ;
Mr. Browning indicated he wanted daily summaries of
