Memorandum %% Mr. Gebhardt L*, RE: HEARNAP Victim father fontinues to be LD encry cooperative and has indicated on numerous fccasions before taking any course of ~ action he would solicit FBE's advice. Mr. Hearst advised 2/13/74; he intended to do everythig within his power to comply with SLA's demands, however, it was sich a large problem logistically, he did not feel it could be worked out on practical basis. Mr. Hearst commented he would try to come up with counter proposal within 24-to-4B-hour period, one which he could physically accomplish. Reports that Mr. Hearst had “contacted U. S. Department of Agriculture regarding food in this matter are inaccurate. Mr. Hearst advised that no sich contact was made by hin. San Francisco further advised Mr. Hearst received lengthy Western Union telegram signed« by Huey P. Newton, head of Black Panther Party (BPP). Telegram, filed..in a.m. of 2/13/74, stated in essence that BPP is willing: to distribute the food and continues with BPP rhetoric and denies relatsonship with SLA. Whereabouts of Bureau of Alcohol, Tobacco and Firearms source who furnished information regarding planned SLA killings of local and Federal oF ficipts not yet determined. Every effort being made to locate this dividual.
