These individuals have been instructed that they are not to take over the supervision of the case but to be of any assistance they can to SAC Bates and offer any ideas, suggestion, or plans looking toward the solution of this case and discuss plans in the event it becomes necessary | to rescue the victim. ~~, subject: HEARNAP CASE They are instructed to confer with Bates for two days and / then return to their offices of assignment. In the event they feel they need more time, they are to advise Bureau Headquarters of this fact. rm They plan not to go tothe San Francisco Office but will meet in the NS San Mateo Resident Agency which is about 15 miles out of San Francisco and near the airport. . t I have also discussed this matter with Deputy Associate Directors Jenkins and Miller, as well as Assistant Director Bob Gebhardt and SAC Bates. All of us were in concurrence that this was an excellent idea to send these men to San Francisco to give assistance and consulta- tion to SAC Bates. It has been made perfectly clear to these 4 individuals as well as SAC Bates that Bates is still in charge of the case and these men are merely to assist and consult with him in view of the pressure he has received in handling this delicate case.
