On March 1, 1974, Robert Houghton, Director, Division of Law Enforcement, State of California, Attorney General's Office.,,. Los Angeles (Phone: 213-620-2085) phoned me. Mr. Houghtonr/ rney General Younger of the State of California is putting together a highly selective group to consider possible options available to SLA in the Hearst kidnaping case. He said that the Attorney General wants to use Aero Space of California to supply a staff to this group of people in order to study just what can be done by the investigators and the family in the event SLA comes through with certain demands. An example would be that SLA might say that as a part of the solution to the case they want an airplane of a certain size and range. This would be studied as an option | of SLA to determine how best the family and the law enforcement might plan to counter this demand and to try to devise possible purposes SLA might have in mind for the use of this equipment. Houghton said 2 members . fae been primarily picked to form this panel. About 8 others will be chosen and it is hoped by him that at least 2 representatives could come from the FBI. It was hoped that.the meeting could be held March 12, 1974, at 8:00 a.m., at an unspecified location in Los Angeles. Further description of their possible deliberation he said this would be somewhat in the area of gaming.’ I am familiar with this process which is an analysis of all available information and thereby pay to protect what might be the reasons _ for certain action and what might be the base plan in order to give advan- tage to the planner. I told Houghton I would consider this and let him know by Tuesday next. I feel that although this seems to be a rather ethereal type of project, none the less from experience I have found that there can be some signifi- cant developments made and courses of action outlined. I am further of the opinion that if we decline it might be construed as an uncooperative _ gesture and that we would be criticized for not having been a part of the _ CMK/md/pmd a (over) eh 18 MAR G 1974 7
