Disecter Soc’y __ In connection with the suggestion from Evelle Younger regarding a meeting of various Federal agencies to discuss possible eventualities, a conference was held on the morning of 3-4-74. In attendance were Messrs. Callahan, Miller, Jenkins, Gebhardt, Cleveland, Wannall, Gallagher, Mintz, Warter, Putnam, and Morrow. At the outset it was noted that the White House opposed Federal agencies participating in the meeting, the Central Intelligence Agency was reluctant to participate, and Younger as the Attorney General of the State of California is actively involved in politics. After lengthy discussion, it was the unanimous opinion of all present that the FBI should not participate in the proposed meeting. This decision was based on our 2 concern for the safety of the victim. It is realized that notwithstanding the promise that this meeting was to “7 be cloaked in secrecy, it possibly would become known i and highly publicized in the press which could well have Y. a detrimental effect on the victim's well-being. We would, of course, be receptive to any information developed in such a meeting, if one was held, and the information was offered to us. ; In the event the Director feels the FBI should participate in the proposed conference, it was agreed that Putnam, who is familiar with Terrorist Activities on a world-wide basis, and a : SWAT Team leader in the San Francisco Office, who 1S famiitar with the Hearst Kidnaping case and the tactical plans formulated in the event it is necessary to rescue Miss Hearst, be designated as the FBI's representatives. a ‘ We have initiated a /think tank" group within the FBI to explore and define po ible potential problem areas in connection with the Hearst case.
