On Friday; 3/1/74, at 5:10 p.m., Departmental .
=n EES James _F obinson telephonically advised SA’ ‘Michael
aoe row that he had been contacted by Mr. Lewis,Hoffacker ,
Department of State, and Chairman of the Presidefit's
Committee to Combat Terrorism (PCCT). Hoffacker had told
Robinson that Evelle Younger, Attorney General of the
State of California, was concerned that the Hearst kidnapers
May demand an airplane for transportation out of the U. S.
Younger had requested that representatives from State,
Central Intelligence Agency, Justice, FBI and others, not
specified, conduct a “war games" type conference. Robinson {
stated that as far as the Department of Justice was
concerned the FBI is its operational arm and he wanted to
get this matter to us for a response.

It was subsequently decided that this matter would
be discussed by Bureau officials on Monday, 3/4/74, in Mr.
Callahan's Office. _

At 5:40 p.m., Mr. Hoffacker contacted SA }io! row. |.
and furnished the following. Younger had called Hoffacker
\ earlier Friday and proposed this "war games" conference
~ which was to be hosted by an aerospace organization in
California. The conference would attempt to formulate the
YU. S. Government's policy if the kidnapers demanded to
leave the country and to analyze the effect that policy
would have abroad. The conference would be an effort to
formulate ‘hard thinking but no final commitments would be
requested from the participants and there was to be no
