C oO @ eo Bates to Gebhardt Memo Hoffacker said that questions regarding domestic terrorism are within the FBI's domain and he and the PCCT have been quite satisfied with our handling of these matters. Younger, however, asked Hoffacker to call Attorney General Saxbe and indicated that he_ (Younger) had called Director Kelley and General Walters. Hoffacker called the ‘White House and talked with Jeff Shepard regarding Younger's proposal. Shepard did not like it and twice told Hoffacker he waS opposed to it. Hoffacker reiterated he was quite satis- fied with the FBI's handling of terrorist activities but he did not have the courage to say no to Younger. In response to Hoffacker's query as to whether Morrow could speak for me the Department and FBI, he was told that Morrow could not speak for the Departrhent and that FBI officials were to we discuss this matter Monday morning. f bth Vz x of Hoffacker stated he would advise Younger, who had requested commitments from the various governmental agencie by 8:00 p.m., EDT, on 3/1/74, that the FBI was going to make its decision Monday. . va _ On Saturday, 3/2/74, Jim Robinson advise@“that Hoffacker had informed him of the following. Jeff‘Shepard at the White House opposed the proposed meeting “and the decision was made to refuse to have Federal agencies participat in the proposed conferenee, inasmuch as the FBI was handling the kidnaping and this was sufficient.
