in connection with a television interview this morning, Georgg’ Redding, a local
television newsman in Oakland, California (Channel 2), indi¢ated that he had
learned from someone in the Department of Justice that the FBI had brought
SWAT teams into San Francisco. Bates indicated that he was caught by surpris«
by the question; however, denied there was any connection between the presence
of SWAT teams and captioned kidnaping case; indicating that they were engaged
in training exercises. In response to questions he explained the SWAT team
concept, noting that virtually every FBI office hasateam. |

detailed explanation of the SWAT team concept to include the fact that a Metro-

a crazed individual who had been sniping at passersby from a building in Northw
Washington. She said she recalled reading about the incident.

It was acknowledged that this was true but they were not unique to San Francisc¢
that every office had them. She then directly inquired as to whether there was
any connection between the presence of SWAT teams in San Francisco and
captioned case. She was advised that SAC Bates had responded to this \question
