It was the consensus that our method of storage and retrieval of elsur information is not the proper subject of an affidavit and that the more unsolicited information that is volunteered, (as opposed to answering specific questions tailored to the circumstances of each individual case), the greater the chance that this would open the door leading to further discovery motions. It is also noted that the procedure suggested in the attached teletype was merely - dicta to the court's opinion in one case and that if the Department, which is undoubtedly cognizant of this matter, _ felt this procedure had more merit than the one presently utilized, we would be issued instructions to that effect.
