That approval be branted for revision of WF 475, preparation and issuance of Identification Orders for Emily Harris and Patricia Hearst, and Bho circularization on a nationwide basis. eh ¥ DETAILS: For the sake of clarity, various cets of the conference -deliberations are broken down into phases. TOP TEN INVESTIGATIVE CONCEPT Inasmuch as the fugitives' whereabouts are unknown, it was decided that all field offices must become directly involved in this ongoing investigation. Accordingly, all offices will be instructed to insure that this matter is kept in a pending and assigned investigative status with coordination in each office be- tween fugitive and extremist phases. Self-initiated investigative effort to be stressed with particular emphasis given to development of informants and sources, Additionally, all logical record checks should be conducted using the names and all known aliases off the fugitives. With the possibility that the three fugitives mdy now have separated and have varied backgrounds, it is believed at a two-phased fugitive investigation should be conducted; namely, one phase focusing on Patricia Hearst and the second on the Harkises.
