in¥this case and the $50,900 available to informants for ‘in¥prmation
ledding to the fugitives' location and apprehension on a c. d. basis.
NATIONAL PUBLICITY
Recognizing that the fugitives’ whereabouts have not been
established since 5/17/74, it is believed that a concentrated pub- |
licity effort is mandatory. In that regard, these efforts which are
recognized as extensive, would include a "Reader's Digest" article
similar to that prepared in the Coors kidnaping case, which directly
resulted in bringing that matter to a conclusion. Additionally, -
placement of an article in "True Detective" type magazine is desired
as well as utilization of black magazines such as “Ebony."
It is also believed that nationwide television coverage
is necessary and hopefully a segment could be prepared for presenta-
tion on a program such as "60 Minutes" or the “Reasoner Report.”
This would necessarily involve complete cooperation and assistance
by the FBI in furnishing extensive information re the case and
possibly appearances by the Director and top officials in the filming.
Upon approval, WF #475 will be revised containing
additional photographs and descriptive data and afforded the
widest dissemination. Attached are three photographs each of
the Harrises, demonstrating the problem of identification. Addition-
-ally, separate Identification Orders will be prepared for Patricia
Hearst and Emily Harris. It is noted that no inked fingerprints
are available for these two females; however, the limited fingerprints
avaflable will be utilized.
While considerable circularization has been made through-
out the country, further coverage is deemed desirable. In this
regard, using additional photographs and updated information, wide-
spread circularization should be made to abortion clinics, health
clinics, divisions of motor vehicles and operator's license sections,
day laboring and temporary employment offices, camping areas, camping
supply outlets, parks, auto rental agencies, university personnel
offices, and others. In order to insure the widest dissemination
of information to the “police officer on the street", articles
‘ ghould be published in the “Law Enforcement Bulletin”, IACP publica-
tiens, California Police Association Bulletins, and bulletinsf of
pokice departments. Additional publicity may also be gained fthrough
us@ of Fraternal Order of Police and other police benevolentfor
unZon association publications.
